In partnership with key stakeholders, the Higher Education Council (HEC) developed comprehensive guidelines for the effective management of international students. According to Rose Mukankomeje, the Director General of the Higher Education Council, the new guidelines were introduced to better support international students wishing to pursue their studies in Rwanda. “These guidelines are designed to enhance the overall student experience, streamline administrative processes, and ensure the smooth integration of international students into Rwanda's academic and social environment. They have been thoroughly validated by the vice chancellors of all higher learning institutions (HLIs) reflecting a unified commitment to fostering an inclusive and supportive academic atmosphere for students from diverse backgrounds,” stated Mukankomeje. Under the newly developed guidelines, all HLIs must establish a dedicated focal office for international students. This office will have clearly defined responsibilities aimed at enhancing the support provided to foreign students throughout their educational journey. To be enrolled, each HLI must ensure that prospective international students demonstrate sufficient financial capacity to cover all costs associated with their studies. This includes tuition fees, accommodation, healthcare, and other living expenses. “These practices align with international standards and are common in many countries to ensure that foreign students focus on their academic journey without the burden of financial uncertainty, thereby supporting their success and well-being throughout their time in Rwanda.” The establishment of such offices demonstrates the country’s commitment to becoming a welcoming destination for international students, enhancing its global reputation as a center for higher education excellence. Renowned for its good leadership, effective governance, discipline, and openness, Rwanda has become an attractive destination for parents across Africa and beyond, who are choosing to send their children to study in the country. Official statistics indicate that there is a surge in international student enrolment in Rwanda’s higher education institutions with numbers soaring to 9,109 in 2024, up from approximately 1,400 in 2017. In October 2024, the University of Rwanda celebrated the graduation of over 8,000 students, among whom 126 were international students.
