All first division football clubs have until November 2 to register their respective squads for next season, Ferwafa has confirmed.The registration involves acquiring licenses for local players as well as International Transfer Certificates (ITCs) for the foreign signings.Ferwafa Chief executive Officer said on Tuesday that all clubs must send their squads for the 2007/08 season to the football federation two weeks before the new season kicks off. Failure to do so could result into possible reprimands. “All clubs must send their respective squads before that date,” Jules Kalisa said, adding that the same applies to clubs that intend to recruit foreign players, to have secured their ITCs.The new campaign is scheduled to start on November 17 and the fixtures; Kalisa said would be released before the end of this month. Clubs must respect their conscience Meanwhile, Kalisa has urged club administrators to have respect for their sense of right and wrong in regards to abiding by the rules and regulations that govern football in the country. “Ferwafa is not Kalisa or Kazura, Ferwafa is the clubs. They (clubs leaders) make the laws for our football but when it comes to respecting them, they do the opposite. This musts stop,” he warned.He, in particular, warned club against turning a blind eye when it comes to the rules and regulations that govern the transfer player(s) from one club to another as stated in the Ferwafa statute.“We have received complaints from different clubs concerning their players being signed by other clubs without following the written rules. “And it seems that these transfers are against article 23, which deals with the movement of players from one club to another,” Kalisa noted. Article 23, clause one of the Ferwafa statute states that, “Any club that wishes to sign a player from another club, must first seek permission from the parent club before talking to the player”.Clause two, says, “When it is proved that the above clause has been overlooked, the offending club will be handed a minimum fine worth Frw100.000 (Hundred Thousand Rwandese Francs only). The player in question will be punished (accordingly) for signing for another club”.Ends
