President Paul Kagame and his host, President Edgars Rinkēvičs, lay wreaths on a genocide memorial honouring the
victims of the 1994 Genocide against the Tutsi at the National Library of Latvia, on October 2. The commomerative
plaque becomes the first memorial for the Genocide against the Tutsi erected in the Baltic States and in Eastern Europe.
