Lawyers trained in legislative drafting

Associates in Rural Development Inc (ARD), in conjunction with the United States Agency for International Development (USAID), yesterday ended a three-week training for nine lawyers in the Ministry of Justice (Minijust) working in the department of Legislative drafting unit. The training was aimed at improving the skills of the lawyers in drafting legislative laws and comparing them with international laws. Participants were awarded with certificates in legal practice at the end of the training. The Vice Rector in charge of finance and administration at the Institute of Legal Practice and Development (ILPD), Oscar Bahizi, said that trainings of the kind were very important not only for the trainees but also for the country. “These trainings are of a very great importance and more of them are needed, I would like to call upon the trainees to make good use of the knowledge they got and go and train other lawyers,” he added. Five trainees with the highest marks qualified to assist ARD in further trainings in legislative drafting. Also at the function was the Director of Legislative Drafting Unit, Froduard Munyangabe standing in for the Minister of Justice. Munyangabe urged the trainees to go and draft good laws that are will lead to the development of the country. Anthony Mukulu, one of the trainees, thanked the organisers of the training and the collaboration they had in the three weeks. “These trainings have given us exposure to national and international laws. We have improved our skills in legislative drafting and would like these trainings to be regular,” Mukulu said. The trainers of the lawyers began a process of creating a syllabus that eventually will be used by MINIJUST and by ILPD as a basis for the latter’s proposed Master’s Degree in Legislative Drafting.
