The hidden agenda behind opposition to Rwanda’s support in combating terrorism in Mozambique
President Paul Kagame and his Mozambican counterpart Filipe Nyusi address a joint parade of Rwandan and Mozambican forces in Pemba, Cabo Delgado, in September 2021. At the request of the Government of Mozambique, Kigali deployed an initial 1,000-person contingent of the Rwanda Defence Force and Rwanda National Police to Cabo Delgado Province in July 2021 to help restore state authority by conducting combat and security operations, as well as stabilization and security sector reform.
