A cabinet meeting held on Monday, December 14, made changes in leaderships of different parastatals including at Rwanda Utilities Regulatory Authority (RURA), the water utility, WASAC and the Business Development Fund (BDF) among others. Ernest Nsabimana was named as the new Director General of RURA, replacing Lt Col Patrick Nyirishema while Alfred Dusenge Byigero was named the new CEO of Water and Sanitation Corporation (WASAC). Before his appointment, Nsabimana has been the Vice Mayor in charge of urbanization and Infrastructure at the City of Kigali, while before then he worked as the Principal of IPRC Karongi, Byigero, who comes in to replace Aime Muzola, previously served as a senior official at the Global Environment and Energy Consulting Services. In other appointments, Felix Nshimyumuremyi was named the Director General of the Rwanda Housing Authority, a position in which he will be deputised by Noel Nsanzineza. Nsanzineza has been the acting Director General at the same institution. Previously, Nshimyumuremyi served as the Director of Road Safety and Environment Unit at RURA. Jeanne Pauline Gashumba will effective immediately serve as the Director General of the Finance Intelligence Centre. She previously served as the Director of Corruption Prevention Unit in the Office of the Ombudsman. At the Finance Intelligence Centre, Jean Bosco Murenzi was appointed the Head of Compliance and Prevention Department, while Jean Marie Nyilarugo was appointed Head of Monitoring and Analysis Department. The cabinet also appointed Vincent Munyeshyaka as the new Chief Executive Officer of the Business Development Fund (BDF), where he will be deputised by Rosalie Semigabo. Munyeshyaka, who has previously served as Minister of Trade and Industry, will replace Innocent Bulindi. The same institution was given an overhaul which saw it get a new board of directors. Paul Umukunzi, was appointed as the Director General of Rwanda TVET Board while other key appointments were made in the Ministry of Health, Rwanda Biomedical Centre as well as the Ministry of ICT and Innovation.
