In the story I read in The New Times, you reported that about Frw172 billion was going to be invested in Rwandatel which was taken over by TERACOM, a non existing Telephone Company in USA. TERACOM had promised heaven and earth to change the local telecommunication in Rwanda. Let me hope the Libyan company that has taken over Rwandatel will not behave like TERACOM. The Libyan company, Lap Green Networks that won Rwandatel bid is to pay $100 million about (Frw54.5 billion) for the shares in the telecom company. Terracom, an American firm had paid $25 million for the same company and Lap Green is to invest $317 million (about Frw172 billion) to revamp the telecom sector in the country.
