Rwandan public sector, economy promising - Singaporean expert

A Singaporean expert on public sector and institutional development, Saturday, commended the Rwandan public sector. David Ma said the trend it has taken so far and what is in the pipeline reflects a country that has set off to maturity. This was revealed during a public lecture on; “public sector reform Singaporean Experience”, which was organized by the Ministry of Public Service in partnership with the Rwanda Institute of Administration (RIAM). David Ma was the keynote presenter. The Minister of Public Service and Labour Anastase Murekyezi, highlighted the importance of sharing and learning from economies which have taken considerable strides in this sector. He said that the Singaporean experience was the ideal example. “Given the vigorous human resource and institutional development trends we are involved in, we need to learn from economies which have been through this and succeeded. That’s why we sought an account on the Singaporean experience,” the Minister said. During his presentation David Ma pointed out that the creation of mutual trust between the Singaporean government and its people was the starting point of nation building and economic progress. He also underscored the need to fully empower human resources through skills development and attitudinal change, while making everyone look into the same direction of wealth creation and sustainable development. To drive this point home, Ma analyzed Singapore’s lack of natural resources, small population size, no considerable exports, and expensive factors of production. He said that regardless of all that, Singapore has managed to prosper. If Singapore is juxtaposed with Rwanda, one cannot fail to see the similarities between the two countries, he emphasised. Just like Singapore, Rwanda is involved in building institutional and human capacities as a vehicle to achieve its vision 2020. Among the other factors singled out to have aided Singapore reach its commendable level of development was good leadership which ushered in a conducive environment for investment. Rwanda has also been grossly applauded for providing an investment friendly environment which has seen its growth in Foreign Direct Investments. Ends
