EASTERN PROVINCE NGOMA - The Ngoma District Advisory Council (DAC) last Friday confirmed the indefinite suspension of two district workers for misconduct, indiscipline and failure to fulfill their duties. Jonas Ndayisaba, the district Director of Health and Inès Nyinawumuntu, who has been in-charge of Health Insurance were sacked after allegedly failing to effectively discharge their functions. The sacking comes a month after the two were suspended by the joint committee of the district DAC leaders, and the security department in the district. Ndayisaba is partly alleged to have failed to diligently follow up on projects entrusted by the authorities for him to supervise which led to questionable outputs of these projects. For instance when the district planned to build a maternity ward at Jarama Health Centre, it is said that Ndayisaba was given the responsibility as the head of the department in the district, to call out tenders. After contracting it was discovered that the contractor’s output turned out to be substandard with the Ministry of Health’s construction guidelines. The building which had reached the roofing level was later demolished and a new one of the requisite standard was built as the district followed closely. Apart from being a consistent absentee from her office, Nyinawumuntu is said to have incurred according to an audit conducted by the Ministry of Health, district internal auditor and the police in the district late last year, a loss of close to Rwf.7 million of the district’s health insurance funds. All the 14 health centres in the district are implicated an act which was blamed on Nyinawumuntu for failure to follow up closely her office functions. The DAC which was chaired by its President Francis Bushaija also confirmed the transfer of 17 district workers, with several others facing demotion. Alphonse Hakizimana, who has been in charge of Social Affairs in Sake sector was made the official in charge of taxes in the district while Shaban Rurangirwa who has been in charge of FARG in the district was transferred to Remera sector. Vincent Murasira who was the executive secretary of Rurenge sector was transferred to Rukira in charge of social affairs whereas Aimable Kibinda the executive secretary of Murama sector was transferred to Rurenge on the same post.
