Editor, I am not happy with the way fuel and other heavy trucks congest the Gatuna-Katuna borders of Rwanda and Uganda, respectively. Surely Rwanda Revenue Authority introduced a pre-clearance system to facilitate easy clearance of goods from one country to another. By this I mean, that business people can now clear with the revenue authority ahead of time such that when these trucks get to the border, they simply cross over without wasting time or congesting the place. If importers are not willing to use this opportunity, then some means should be devised to push them a little more into the system. Such services are introduced to facilitate trade and encourage development so we should be able to utilise them. Gatsata
