Imidugudu conceptual plan to be delayed in Kigali City

NYARUGENGE - The implementation of the Imidugudu conceptual plan which is supposed to begin next month countrywide will be delayed for three months in Kigali City, in order for harmonisation with the City Master Plan. This consensus was reached by Kigali City officials during a follow-up meeting that aimed at reviewing the resolutions by the just concluded National Dialogue Meeting, which centred on the socio-economic transformation of Rwanda. The meeting which took place at Nyarugenge district headquarters had brought together all leaders in their different capacities in the city. “We have a City Master Plan that is still being developed by our experts, and we also have the imidugudu concept plan which is going to help in modernising settlements in the country. “We have agreed that the implementation be delayed so that we can consult with our experts on how we can use the imidugudu concept along side our master plan,” said City Mayor Dr. Aisha Kirabo Kakira. During the sixth National Dialogue Conference, it was agreed that the concept of Imidugudu which will see all Rwandans living in modern settlements be expedited as it was seen as a tool that would help in the land consolidation and accessibility infrastructural and community services. The mayor also said that even if the City has its Master Plan, they could not forget the fact that it has the rural part where the conceptual plan has to apply. “We have some parts in the city that are rural, so we cannot deny them this chance of benefiting from the conceptual plan and that is why we want to find a way of making the two plans match to avoid mistakes during the implementation, ,” she added. The Mayor said that the consolidation process of the two plans may take up to three months. A steering committee that is made up of all ministries and a taskforce by local leaders from cell to the provincial level was put in place to oversee the implementation of the conceptual plan which will be completed by June next year.
