UPDATE: Rayon Sports boss Gacinya remanded

The Nyarugunga Primary Court in Kicukiro District has ordered a 30-day remand for Denis Chance Gacinya, a local businessman and Vice-President of Rayon Sports football club. Prosecution pins Gacinya on breaching a contract that he entered with Rusizi District through his company known as MICON. For Rwf636 million, MICON was supposed to supply and install 830 electric poles in Rusizi District, and prosecution says Gacinya was paid a total of Rwf495 million though the accused claims to have been paid Rwf460m. Reading the verdict, the judge said that the audit report by Rwanda Energy Group (REG) in Rusizi proved that Gacinya was paid a total of Rwf495m and the works of supplying electric poles and installing them was at 87 per cent of completion. Prosecution had contended that even the poles supplied were found to have been defective. However, only 50.42 per cent of public lighting he was supposed to install was founding working, thereby recommending that he does not get the remaining balance of Rwf242m. The judge added that the audit report showed that the invoice by Gacinya to get paid despite not having finished the work he was contracted for was tantamount to forging documents. Gacinya was arrested about two weeks ago. In his defence during the pre-trial proceeding, Gacinya had argued that the district paid little compared to the works his company had already done, and denied to have supplied fake materials arguing that they had gone through rigorous tests at customs.
