Officials at the Rwanda Utility Regulatory Agency have warned bus drivers in the capital Kigali against delaying at bus stops saying no public transport vehicles should be waiting for passengers, but rather it should be the other way round. However, drivers are adamant they wouldn’t drive just half-empty buses around as they are paid based on the number of passengers they’ve ferried per day.
