WESTERN PROVINCE RUBAVU district leaders will receive skills training in different domains in order to build their capacity to handle the district’s challenges, an official said. Jerome Byukusenge, in charge of economic planning and development said this recently, while addressing local leaders at Gisenyi cultural centre. The local leaders had convened for a three-day seminar that attracted sector coordinators across the district and Sector officials in charge of economic planning- meant to discuss the 2009 district’s strategies. “One of the district’s new plans is to increase local leaders’ capacity through training and educating them on Rwandan laws,” explained Byukusenge. He explained that their plan calls for increased cooperation among the leaders at all levels in order to improve people’s welfare as well as promote the district’s economic development. According to the official, the district will also promote partnership and information sharing among leaders through the use of ICT. He pointed out that this will help curtail the rising crime and gender based violence in households. “We want to promote good governance by increasing citizens’ participation in maintaining their own security and in decision making. We have of recent improved our performance in the province after ranking third…we hope the new plan will drive Rubavu into being number one in next year’s performance contracts,” he said. Byukusenge, explained that the district’s capacity building plan will focus on improved family planning, reproductive health (RH), child health, malaria eradication, quality and sustainability of basic health services such as the health insurance scheme, promoting value addition to crops and agricultural productivity. Martin Habimana, Rubavu district officer in charge of Good governance said that he was optimistic the district will achieve a lot in 2009. Ends
