President Paul Kagame, on December 14, appointed Pudence Rubingisa as the new Governor of Eastern Province and Cleophas Barore as the Director General of Rwanda Broadcasting Agency (RBA). Rubingisa was the Mayor of the City of Kigali while Barore was Senior Advisor for Content and Standards to the public broadcaster's outgoing director general. Rubingisa replaces Emmanuel Gasana who is battling charges related to abuse of office in court. Barore, who also serves as Chairperson of Rwanda Media Commission, a media self-regulatory body, replaces Arthur Asiimwe, who was proposed as Deputy Chief of Mission in the Rwandan embassy in the United States of America. Others appointed include Samuel Dusengiyumva and Solange Ayanone, both as members of the Council of the City of Kigali. Dusengiyumva has been working as Permanent Secretary at the Ministry of Local Government, while Ayanone has been a media consultant. Valens Uwineza has been named Director of Cabinet in the Office of the President, replacing Urujeni Bakuramutsa, who he has been deputising. Bakuramutsa has been named Ambassador-designate to the Hashemite Kingdom of Jordan. Col (Rtd) Donat Ndamage has been proposed as Rwanda’s envoy to Mozambique to replace Claude Nikobisanzwe, who had served in the post since 2019. Lawrence Manzi, who has been serving as first counsellor at the Rwandan embassy in the US, has been redeployed to the Federative Republic of Brazil as Ambassador-designate. Juliana Kangeli Muganza has been named Deputy Director of Cabinet in the Office of the President, where she’s been working as a policy analyst. Felicien Usengumukiza has been promoted to the position of deputy chief executive at the Rwanda Governance Board (RGB), having previously served at the same institution as head of research and homegrown solutions department. In other appointments, Willy Mugenzi, a former journalist with The New Times and media consultant, has been named the Chief Operations Officer of Rwanda Cooperation Initiative. Stella Nteziryayo has been appointed as Chief Economist at the Ministry of Finance and Economic Planning, while Anita Kayirangwa goes to Supreme Court as Secretary General. Kayirangwa has been serving as Executive Director, National Unity, Itorero and Citizenship Education at the Ministry of National Unity and Civic Engagement (MINUBUMWE). President Kagame also appointed Eric Uwitonze Mahoro, who previously worked as a senior executive at Never Again Rwanda, as Permanent Secretary at MINUBUMWE.
