RRA scam an eye-opener

Editor, Refer to the article, “How revenue paymaster swindled millions of francs” (The New Times, May 20). From what I have read, it is impossible for one person to steal such amount of money alone; I would think that some staff members at RRA were involved in the scheme. I also believe that bank employees were involved. There has to be a law in Rwanda that compels all banks to report suspicious activities like it happens in developed countries. Sandra ************************ How did he open different bank accounts with the same passport photograph and fingerprints without being detected by the central bank system? If this story is not a fabrication against him, then there were bank officials involved. Plus all staff in RRA have their photographs attached to their files. Who appears on the files of the ghost workers and how could personnel officers, including his bosses, sign papers for staff whose faces cannot be recognised or placed among the known staff at RRA? Creation of ghost workers is a common frame against human resources and other senior officers that I am beginning to think that this person is being framed, but if it is true that he did it, then the whole system of checks and balances—including the auditor general—should review their verification systems. Peace ************************ Do not be surprised if the suspect decides to join the opposition against the Government of Rwanda, claiming that he had been persecuted and he fled because his life was in danger. So far, we have seen so many of those who stole money from the government coffers ending up fleeing the country, and today, they have become vocal members of the Rwandan opposition in exile, with nothing new in terms of ideas and policies to present, that could make Rwanda a better country compared to what it is today.
