Editor, This is in reference to the story University of Rwanda opens for admission published March 6. Why do they need a Certificate in English proficiency? Is it necessary for students who completed their studies with English as a medium of instruction? I don’t really understand the relevance of this certificate and the short notice given to have it as a prerequisite to be admitted to the University of Rwanda.
