Musanze devt partners commit Rwf6.5bn support

Musanze development partners grouped, under their umbrella association, Joint Action Development Forum (JADF), have committed to supporting the district in implementing performance targets during the financial year 2014/2015. This was announced on Wednesday as JADF members signed performance contracts (Imihigo) with district officials. Over Rwf6.5 billion will be used by JADF in addition to Rwf12.5bn the district had earmarked to implement performance contracts this year. Gabriel Rutikanga, the president of JADF/Musanze District, said the money will be allocated to socio-economic transformation, education, infrastructure and tourism sectors. He said they are committed to working with the district in the implementation of performance contracts. “We shall use the money to improve people’s livelihoods and help transform the economy. The district performed poorly last year and in previous years. But as JADF, we are committed to improving the district’s project implementation and performance this year,” Rutikanga said. Musanze District has prioritised infrastructure and agriculture among other sectors. The District Mayor, Winfride Mpemyemungu, hailed the JADF support, saying it complements their district budget and helps them fully implement the performance goals. She urged all partners to work together to fully implement performance contracts. “If you commit your efforts as JADF and private sector, we can ably implement all the performance contracts and even emerge the best,” she told the meeting. Musanze District was ranked 27th out of 30 districts in the latest performance evaluations (2013/14). The poor rating was attributed to lack of team work among district staff. Jean Claude Musabyimana, the district’s vice-mayor in charge of economic affairs, said they will work closely with private partners to push for better results. “Project implementation was affected by lack of team spirit in the district, but with teamwork I am optimistic we can do better,” he said. jmbonyinshuti@newtimes.co.rw
