Heads of poorly managed schools to be transferred

The Ministry of Education has ordered for the immediate transfer of all administrators of poorly managed schools in the Eastern Province. The directive was given by Olivier Rwamukwaya, the Minister of State in charge of Primary and Secondary Education. The minister was addressing district school inspectors, provincial staff and vice mayors in charge of social affairs in Eastern Province, yesterday. He had, prior to the meeting, visited Muhazi Secondary School, where he saw what he described as deplorable conditions. “I have just visited Muhazi school…the situation is deplorable. Bushes, stagnant water, the schools walls are dirty and no one is bothered,” he said. Rwamukwaya cited Gahini Secondary School among those whose administrators would be transferred. “I also visited Gahini SS where the entire management is in a mess. Every teacher does what they want. We need immediate transfers,” he charged. He also warned head teachers and district administration against haphazard students’ enrolment. “It is absurd that most of the enrolment is being done by head teachers and district leaders. Records show that Rwanda Education Board enrolled only 50 per cent. This is wrong. Teachers and district leaders should only deal with students transfers,” he said. Fortunate Kubwimana, Eastern Province inspector of schools, said there is need to streamline the education sector in the province. She said the criteria of identification of model schools were flouted by those in charge at the districts. “The assessment was first done by area legislators in February, then by our staff in August, and today by the State Minister himself. The same results have been found, including poor management and administration in some schools,” she said. Meanwhile Rwamukwaya advised stakeholders to involve parents in the implementation of the newly introduced programme of feeding students at school.
