Editor, Reference is made to your editorial, “We should not compromise on service delivery” (The New Times, June 17). I think this should be fixed urgently because it can be a loophole for corruption given the fact that land documents are pilled in a public office. This means that the one who is to sign can easily ask for a bribe in order to provide a service. Government should intervene in this issue and look into other districts as well (other than Gasabo) — especially in land issues and obtaining a construction permit. They can threaten you that your land is smaller than what is acceptable to get a construction permit, but when you insist they demand a bribe in exchange for a service you are otherwise entitled to.
