Dear editor,I have quite often seen people driving while talking on their mobile phones. Is there a traffic law in Rwanda against using mobile phones while driving? I normally get nervous whenever I see such people. This is because one will only retain one hand on the steering wheel and on the other hand, the conversation may sway his attention away from controlling the vehicle. Other people who irritate me are those who smoke while driving. I have seen this many times especially among people driving personal cars. I request the police to crack down on all those categories of people. Butare
