KWIBUKA20 : Building capacities, hope for the future

Pre-colonial era was a peaceful one for Rwanda like many other African countries at the time. There was mutual trust and progressive cohesion among Rwandans. This era was eroded when colonialists came and distorted this path leaving cohesion dependent on them and the then leaders. The weak capacities of successive regimes bred gullibility, selfishness hatred causing Genocide that followed in the post-colonial era ultimately climaxing to the 1994 Genocide against Tutsi which wiped over a million people, destroyed institutions, and shattered the social fabric of Rwandan society. After 1994, the government of Rwanda was faced with enormous challenges, restoring a country to normalcy was unimaginable. The recovery and development process involved major reform initiatives; key ones included decentralization of public administration; improving functions of the judiciary; public financial management reforms; restructuring public institutions; rightsizing the civil service as well as building capacities to enhance their performance and strengthening service delivery of institutions.
