Capacity Building & Rwanda’s Transformation Journey
Recovering from war and genocide of 1994, the Government of Rwanda (GoR) heroically embarked on reconstructing and restructuring state institutions, systems, procedures, processes, restoring law and order and putting in place an enabling environment for all the sectors to thrive. One would say it was an innate capacity translated at the time as ‘heroism’.
