Fellow Rwandans, on behalf of Rwanda National Police, I would like to take this opportunity to wish you all a Merry Christmas and a happy New Year.During this year, a strong and tremendous partnership was realised between the public and the Police; resulting in crime reduction by 2.1 per cent in this last quarter alone and a reduction of road traffic-related offences by 34.9 per cent in the same period compared to the last quarter of the festive season.The most common crimes reported include assault, theft, and defilement/rape which were as a result of domestic conflicts, drug abuse and drunkardness. On the otherhand, road-related offenses were caused by over speeding, drunkenness, violating traffic lights and not respecting Zebra Crossings.To abate crime, various policing measures were initiated, such as: sensitisation and and reinforcing community policing programmes.The decentralization of the Motor Vehicle Inspection Centres (MIC) and various preventive measures such as the road safety campaigns were the main causes of the decrease in traffic-related offenses.Also during this year, we have experienced natural calamities, resulting into loss of lives and property. The effect of these calamities has been aggravated by people living in high risk zones.Next year’s goalThe Rwanda National Police’s vision is to make Rwandans feel secure. We want to make this vision a reality in 2014. We, therefore, request you to help us fulfill our mission, which is to deliver quality service, accountability and transparency, safeguard the rule of law and provide a safe and crime free environment for all through the following:nGiving timely information about any security threat.*Respecting traffic rules and regulations Avoiding the excessive use of alcohol and drink driving*Stopping the use of narcotics and illicit brews*Moving from places highlighted as high risk zones. A joyful seasonPeople living in Rwanda should expect happy moments during and after the new year. It is our hope that all people enjoy the season.However, it has been observed that criminal activities and road accidents caused by drunk-driving may increase .
