Do not impose new fees on KSEZ investors

Editor, Please allow me to respond to the article, “Kigali Special Economic Zone investors want new maintenance fees revised” (The New Times, December 4). It looks like in 13 years, the maintenance fee will be equal to the money that one could spend to acquire the whole land. Is the KSEZ management going to maintain the whole economic zone, including the individual plots? Who will take care of the individual plots’ damages? I think that maintenance fees should be linked to the infrastructure area, which is not representing less than 10 per cent of total area, and not the individual plot. It’s time for public to not be left behind the curtains to the so-called experts’ reports. How can someone be hired with clear Terms of Reference and then be called independent? The management should work with all the stakeholders and conduct a joint study designed to come up with reasonable fees.
