ISAE, NUR under probe over funds

KIGALI - The Prosecutor General’s office is investigating the Institute of Agriculture and Animal Husbandry (ISAE) for alleged mismanagement of public funds, it has emerged. The ISAE management is being investigated together with the National University of Rwanda’s School of Public Health. Deputy Prosecutor General, Alphonse Hitiyaremye, confirmed in a telephone interview Friday that investigations were being conducted to ascertain whether the money was diverted as the Auditor General’s report alleges. In January this year, the Auditor General, Evelyn Kamagaju, presented her 2006 report to Parliament which indicated that a colossal sum of Frw3.5 billion had been mismanaged by various public institutions. “We started investigations with the Ministry of Education, we are now investigating ISAE to ascertain how much [money] was misused,” Hitiyaremye said. Hitiyaremye added that investigation will scrutinise all bank transactions but he declined to reveal how much money was involved. “Those who mismanaged the funds will soon be exposed and face prosecution,” he said. The spokesperson for the Prosecutor General’s Office, Augustin Nkusi, confirmed that investigations are also underway at the National University of Rwanda’s School of Public Health. “We are investigating the School of Public Health that is under the National University of Rwanda. The money meant for fuel at the institution was reportedly diverted,” he said in a telephone interview Saturday. According to Nkusi, about Frw25 million meant for fuel was unaccounted for. Ends
