The Championship was due to be held on October 19-28 in Zanzibar but the latter declined to host the inaugural event due to financial constraints.
Nicholas Musonye, Cecafa’s Secretary General says that the confederation has approached various countries to host the event but none has responded.
According to Musonye, Uganda turned down the offer following accommodation reasons.
"Most of the hotels in Kampala are under renovation for the upcoming Commonwealth Head of Governments Meeting (CHOGM),” he said.
Meanwhile, Rwanda’s football governing body, Ferwafa is in talks with the Ministry of Youth, Culture and Sport over a possibility of staging the championship.
Cecafa is also liaising with a non-governmental organization in Kenya which has expressed its desire to support the championship.
Should the deal go through, it will be yet another boost for Cecafa after Tanzanian President Jakaya Kikwete sponsored the under-17 Youth challenge cup which was inaugurated in Burundi this mid this year.
President Kikwete was the third individual to sponsor a Cecafa tournament after Ethiopian-Saudi tycoon Sheikh Al Amoudi and Zanzibar President Amani Karume.
