Police hunt for council secretary over defilement

GICUMBI — The Police in Gicumbi district are searching for a man who is suspected to have defiled two underage girls. Emmanuel Nsanzineza, 40, the former secretary for Gicumbi district advisory council, is also accused of embezzling district funds amounting to Frw1.4 million.

According to an arrest warrant issued by Byumba Police yesterday, the suspect is alleged to have defiled and impregnated two girls aged 17 and 15. One of them was his housemaid while the other was a primary school pupil.

Nsanzineza is also accused of disappearing with the money which was meant for a visit to Kibeho Memorial site by members of the district advisory council and other district officials.

According to police, Nsanzineza was given a cheque to withdraw the funds on July 12, for the trip which was scheduled for July 13 to 14, 2008, but he never turned up with the money.

"Many other fake documents such as an unregistered company in the names of ‘International Borderless Foundation’ were found in his house,” said the district executive secretary Maxmilien Niyonzima.

Sources said the police were likely to come up with other charges against him.
