Identifying challenges vital for development, leaders told

RWAMAGANA — For development projects to succeed, leaders must be able to identify the available challenges, an expert has said.

Nadim F. Matta President of Rapid Results Institute said quite often organisations spend most of the time in planning and designing strategies, concept papers, but there is need to change this and dedicate 90 % of their efforts go to implementation phase.

He was addressing local leaders of the Eastern Province last week at AVEGA centre in Rwamagana. "There is need for leaders to first establish the challenge,” Matta noted.

"It is better to go into action, learn and adjust course, rather than wait till we have perfect information and perfect plans,” he added.

With specific reference to Agasozi Ndatwa, (exemplary hills) being set up in villages, Matta said local residents are capable of implementing projects, but there is need for leaders to reassure them of their capacity and encourage them to feel a sense of ownership, in order to sustain development projects.

According to Matta, Rapid Results Institute has been contracted by HIDA to help several other government Ministries introduce the Rapid Results Approach into their programmes in order to enhance development.
