NEWLY promoted Gicumbi Football Club are targeting to be a permanent fixture in the Primus national league after making their return to the top flight division.This week, the club chairman Fidele Byiringiro announced that the club will use a budget of Rwf84m for the 2013/2014 season, which starts on September 21."We have a stringent budget to work with but we believe it is enough to see the team through the season, we need to consolidate our position in the league and the target is to finish in the top 8,” he told Saturday Sport.He added, "Off course, if we finished above our set target, it will be better but we want to be among the best eight teams in league and after that we will be able to set other targets.”However, Byiringiro stressed that Gicumbi’s first target this season is to make sure "we are in the top flight when next season ends.” Gicumbi and Esperance FC got promoted into the top flight to replace the relegated Isonga FC and Etincelles.Etincelles, who finished 13th last season, made a quick return to the top flight league  to take the place of La Jeunesse which pulled out of the league citing financial problems.
