Editor,The recent deal between the Rwanda Football Association and the Royal Spanish Football Association is a welcome move but is in itself so negligible when one critically looks at the Rwandan football.What Rwandan football needs, first and foremost, is basic infrastructural development which will not be brought about by the cooperation agreement between Ferwafa and the Spanish FA.The Government of Rwanda, through the Ministry of Sports and Culture, and local governments, needs to work out a plan that will eventually ensure that Rwandan children have football fields to play on at every cell level. Its only when all the children are playing that we can think of talent scouting and player development.Footballers do not begin at 17 years, they start at a much younger age and that’s where our focus should be by ensuring that there are enough playgrounds.It will take more than the FA’s efforts to improve Rwandan football.Ngarambe, Darfur, Sudan
