The best way to handle this problem is to install public garbage bins in different places designated as garbage sites within the city. The households will then bring their garbage to the specific sites.

It is the responsibility of the City of Kigali management to contract a garbage collection company which will come regularly to dispose of those wastes.

This is done in many countries and it works well. After all, people in Kigali pay various taxes and part of this money should be used to provide social services to the citizens.
