Officials from Rwanda Education Board (Reb) at the weekend concluded a three-day retreat in Musanze during which they discussed how they can embark on developing a procedural manual that will ease work of the vast institution.Reb was created through a merger of five formerly independent government institutions, and the officials said that the manual would facilitate coordination between several departments."It was important to meet and work out a plan on how the staff should closely work together because Reb is a big institution made up of five former institutions,” said Janvier Gasana, Deputy Director General in charge of Quality and Standards Department at Reb.The meeting also saw different heads of unit sign performance contracts, outlining the different tasks to be implemented during this fiscal year."Because education is a chain, we agreed that we should enhance collaboration in service delivery,” said Gasana, who added that they agreed to meet after six months to evaluate themselves.Procedural manualThe retreat also developed a procedural manual guiding core departments like high education development, curriculum and pedagogical material development, teachers’ development and management, education quality and standards, modules and examination, bursary delivery procedures among others."We are in the final stages; we used the meeting to share last inputs before the document is approved. The book will help us better improve and implement our tasks of promoting quality education as that’s our main assignment,” Gasana said.The over 200-page document was drafted by International Management Academy (IMA) .According to Dr Francis Ssennoga, the CEO of IMA, the manual will help harmonise work and make all employees look at themselves as Reb employees other than the institutions they worked for before the merger.The document also looked at finance, human resource, procurement, planning, and research unit and ICT development.
