Should people be punished even after repenting to God?

Editor,Are we forgetting that she had a plan to infect people with a killer disease and now she is bragging? This is evidence she is giving and she should first face punishment before she decides that she can own a church and that all is OK! The reason as to why she came clean is because she found out that she wasn’t infected -- not because she remembered that what she set out to do was wrong and against the law.
