Imihigo evaluators salute Kigali City’s performance

Officials in the capital city have successfully implemented activities they pledged in the 2012-2013 fiscal year at a percentage of above 90 percent, a team from the Ministry of Local Government (MINALOC) tasked to evaluate the execution of district performance contracts, Imihigo, has found out.

The 12 people team, which has completed its work in the City of Kigali, has observed that both good planning and relying on own money instead of expecting a lot from donors have helped the city achieve its development goals.

"All the activities in the pledges were implemented and most, if not all of them, scored excellently,” said Egide Rugambwa, Minaloc’s director general of planning.

Over the last fiscal year, the city completed the construction of 10.9 kilometers of tarmac roads, including in Nyamirambo suburb, Gishushu-INILAK-Shell,OBK-Club Maman Sportif, Rugende, and Rwampala-Gikondo.

Street lights were also installed along 20 kilometers on city roads, two water drains built in Nyamirambo-Rwarutabura and Kimisagara areas, and five health centres built in Remera, Gatenga, Mageragere, Nduba and Kanyinya sectors.

The city has also managed to complete 85 percent of construction works for the City Hall which is a five storey office building where the City of Kigali and Nyarugenge District offices are scheduled to relocate before the end of this year.

According to the city mayor Fidèle Ndayisaba, the City of Kigali (CoK) officials implement activities of general standards with capital cities while leaders of the city’s three districts of Nyarugenge, Gasabo, and Kicukiro focus on particular and relatively less costly infrastructure projects.

MINALOC’s Rugambwa said that the most serious hindrance observed in the city’s business is the issue of consultants who did not deliver their services on time.
