A delegation of 31 officer-students from the Rwanda National Police College is currently on a one-week study tour in Uganda.The delegation, led by the Commandant of the College, Felix Namuhoranye, includes 28 students and three directing staff from the Northern Province-based Police college.The students, who are on a one-year course at the college, include senior police officers from Uganda, Burundi, Kenya, Tanzania and Zambia. Others are from Ethiopia, Somalia, Djibouti, Sudan, South Sudan and Ghana."This tour is designed to give them a better understanding of the theoretical perspectives they have gone through during their course,” Namuhoranye said.The tour began yesterday with a visit to the Police headquarters where Uganda’s Inspector General of Police Kale Kayihura briefed the students on the history of the Uganda Police Force."Uganda Police is in the process of fundamental transformation. I don’t think our story is different from that of your countries,” he told the students. Kayihura said cooperation among Police in the region is good and called on the students to remain committed to achieving the transformation Africa deserves.Later, the students visited Muyenga Community Police project model and the Mandela National Stadium where they learnt about counter-terrorism and public order management"We are change managers. This visit is important because we have to see something and adapt it,” Irene Ngirwa, a senior superintendent of Zambia Police, said.Assistant Commissioner of Police Costa Habyara, from Rwanda, said: "We shall learn a lot on leadership, good governance, and reconciliation and this will increase our knowledge.”Asan Kasingye, the director of Interpol and international relations in the Uganda Police Force, commended the Rwanda National Police for having selected Uganda for the one-week study tour.
