House bureau underperforming – MPs

Some MPs have accused the Chamber of Deputies’ bureau of underperforming. The House’s mandate is due to expire next year.
The beure au chamber is composed of Speaker Alfred Mukezamfura and his two deputies, Ambassador Denis Polisi and Yvonne Uwayisenga.

"The performance of the Bureau is very poor mostly when it comes to introducing sensitive motions on issues like national security and other critical policies,” MP Elie Ngirabakuzi said yesterday.

Ngirabakunzi, one of the outspoken MPs in the august House, said: "In a period like this where there is much controversy going on in the Democratic Republic of Congo, the Bureau is supposed to move a motion on such an issue that can affect our country and we debate it.”

He however said that the bureau has previously tabled some independent bills that do not require deep analysis and much debate.

"We sometimes need to discuss critical issues and advise the Government; but we can only do so if the Bureau tabled such bills but they (bureau) doesn’t feel its legitimacy,” said Ngirabakunzi.

"Sometimes we request for information from the Bureau and get it a bit late,” added Deputy Omar Hamidou.

He added that the bureau is characterized with lack of communication facilities which has led to the failure of some bills.

Deputy Henriette Sebera said: "I prefer not to comment on the performance of our bureau; I am on the parliamentary disciplinary committee which also oversees the performance of the Chamber of Deputies.

I think that restricts me from expressing my views on the Bureau,” Sebera said.
