ICT or industrial revolution? We must choose wisely

Editor, I hope we do it wisely! The question developed countries are still asking is whether ICT has improved lives of the middle class like the industrial revolution did. “Smart Rwanda” cannot be measured by the level of performance in ICT, whether on global or national scale. I would like to think the opposite.
