Editor,Each individual state has got the responsibility to protect its population from genocide, war crimes, ethnic cleansing and crimes against humanity. Preventing genocide is a collective and individual responsibility where everyone – governments, civil society, religious groups and each and everyone of us) – has a role to play.There is need to forecast mass violence by developing a public early warning system to explore key aspects to sound an alarm and demand action. What happened in Rwanda but a mastermind plan that was to be ultimately executed when the right time comes. And as matter of fact, I strongly believe that it could have been prevented.Early public warning is a very critical component in the prevention of genocide and mass atrocities. What we need on the ground is to raise awareness of the causes and dynamics of genocide and to advocate and mobilise for appropriate action.History does not have to keep repeating itself but rather be re-constructive.
