Augustin Habimana, the director-general of communication and outreach in Parliament, said the ceremony will take place in the afternoon.
President Paul Kagame on May 24 made changes in the Cabinet, naming Busingye the new Minister for Justice, to replace Tharcisse Karugarama, while Mugabo replaced Protais Musoni as Minister for Cabinet Affairs.
Busingye is concluding his term as the Principal Judge of the East African Court of Justice (EACJ), based in Arusha, Tanzania.
The EACJ is a treaty-based judicial body of the Community tasked to ensure adherence to law in the interpretation and application of and compliance with the EAC Treaty of 1999.
Busingye‘s mandate at the court expires on June 26.
Mugabo, on the other hand, was the head of the Public Sector Capacity Building Secretariat.
