President Paul Kagame yesterday made changes in the Cabinet, naming Johnston Busingye the new Minister for Justice, and James Kimonyo, the former Rwandan ambassador to the US as Director of Cabinet in Prime Minister’s office.Busingye replaces Tharcisse Karugarama, while Amb. Kimonyo replaces Eugene Barikana, according to a statement released by the Prime Minister’s office last evening.Busingye is concluding his term as the Principal Judge of the East African Court of Justice (EACJ) based in Arusha, Tanzania. His mandate at the EACJ expires on June 26.In another major change, Stella Ford Mugabo replaces Protais Musoni as Minister for Cabinet affairs. Ms Mugabo has been in charge of the Public Sector Capacity Building Secretariat (PSCBC).The Ministry of Infrastructure gets a new Permanent Secretary, Christian Rwankunda, who replaces James Kamanzi.In other developments, Rwanda’s envoys to Burundi, Sweden and Switzerland have been recalled.The recalled envoys are: Augustin Habimana - Burundi, Venantie Sebudandi - Sweden and Solina Nyirahabimana - Switzerland.
