All planned land-related projects in the City of Kigali have to be in line with the designed master plan to guarantee sustainable development, an official has said.Liliane Uwanziga Mupende, the director of Urban Planning and Construction in the City of Kigali, said this at a meeting with engineers and architects from various institutions convened to share ideas on the master plan.Mupende said road reserves, environment protection and sustainability and ramps for people with disabilities are among the instructions constructors have to abide by."The master plan is done. The ideas from these experts will fill the missing gaps,” Mupende said, adding that the next two months will be dedicated to promoting the master plan to the public. "Citizens have rights to their land as long as they use it in line with the city master plan. They should allign their activities to the master plan to avoid damages that may result from poor land use,” Mupende said.She reminded the participants that construction permits are delivered within three months unlike previously when it took longer."As an engineer, I understand the benefit of the master plan and how it has to be implemented, but lay people should know about it to avoid unacceptable projects. This is why we want to decentralise this information,” said Eng. Eliab Munyemana, the technical director of ITEC Engineering Ltd-Rwanda.
