Editor,The completely cavalier attitude of drivers in Rwanda as regards the refusal to respect pedestrians' right of way at zebra crossings needs to be addressed as a priority at the highest level of the Rwanda National Policy.In a country where traffic police can be found at most traffic lights, why can't they also be deployed at pedestrian crossings? They should then deal with drivers who seem not to know the traffic code's requirements to give way to pedestrians at those crossings.Persistent violations by the same driver should attract fines of rising severity with recidivism and, eventually, even withdrawal of driving licence from those who stubbornly refuse to abide by the law.For a country that is generally law-abiding, I have yet to understand why Rwandan drivers' lack of consideration of pedestrians continues to be tolerated.
