Editor,If I have understood the message from this brilliant commentary, it looks like Prof. Nshuti is suggesting that Rwanda leadership failed in two ways.First, the leadership has not been able to prepare, or nurture, other national leaders but left the whole burden on the shoulders of His Excellency Paul Kagame.Second, it has not been able to create and establish strong and stable institutions that can stand firm even when individual actors change.So dear Professor, what solution do you propose to avoid the occurrence of such a situation you describe as system failure?
