Rwanda’s envoy to Japan, Dr. Charles Murigande, has emphasised that self-reliance philosophy was and is still one of the cardinal values that were embedded in the liberation struggle.  

He made the remarks during a Genocide commemoration event organised by the Rwandan embassy in Tokyo on Monday.

Murigande called on the international community to bring Genocide perpetrators to justice. Yoshifumi Okamura, Director General for African Affairs at the Ministry of Foreign Affairs, said he was saddened by what happened in Rwanda.
