Rwanda Development Board, in collaboration with the Ministry of Youth and ICT, has launched a document tracking and workflow management system dubbed "e-Mboni” in Eastern Province.The new electronic system, launched on Thursday, replaces the manual one and will be used in sharing information between districts and other institutions in the province.The system has a centralised structure that can be used in any public service institution to track the progress of documents.A one-day training that began Thursday attracted employees of Eastern Province and districts’ executive secretaries to familiarise them with the system.While opening the training, the provincial governor, Odette Uwamaliya, said the system would facilitate collaboration between government institutions, adding that it would also improve service delivery.The governor further noted that the system would help institutions to reduce costs and speed up the service delivery."We will be using less time and less paper hence reducing costs. Sixteen employees of the province, for instance, use over Rwf5m on papers. Electronic documentation is also environmental friendly,” he said.Efficiency to increaseFrancine Gatarayiha of RDB said that through e-Mboni, the province would benefit immensely, from the flexible and mobile system.She said the system increases efficiency to serve clients quickly, without delay."The system helps to secure consistent storage of documents as well as increase information recovery efficiency through powerful and fast reach option,” Gatarayiha said."We shall reduce the overall budget on papers and printing cost. It will significantly cut the logistic budget reduced by 25 per cent, ” she added.Richard Muzungu, the executive secretary of Ngoma district, said Eastern Province districts were entering a new era, where they will have paperless operations."We’re getting solutions to our problems. The districts will work well with new electronic document management systems,” he said.The countrywide project was co-funded by the government and the World Bank.
