RUTSIRO — Religious leaders in Rutsiro District have resolved to adopt the use of performance contracts (Imihigo) in order to improve service delivery. 

At a meeting held recently in Rutsiro, the leaders of various religious denominations asked the district to evaluate all their development activities in line with performance contracts.

The meeting was meant to address their problems amidst growing concern that the clergy men were neglecting their responsibilities.

"As the district has to present at the province, we should also outline what we need to do and there after show what we have achieved as well as where we have failed so that the district can help us accomplish the goals we are meant to achieve as spiritual leaders,” said Justin Rutayisire one the prelates.

According to the resolutions, their performance contracts will highlight among other things their interventions in matters of health insurance and the fight against genocide ideology.

They would draw the number of poor people who need health insurance against those who have gotten it. The district set June 1 as the date for registration for 2009 health insurance cards.

The leaders were given the guidelines to follow in formulating the contracts. The vice Mayor Odette Mukantabana asked them to produce a progressive report with all the required.
