Editor,This is with reference to the story, "Rwandans happy with Mutuelle de Santé–survey”, (The New Times, March 4).Around 27.3 per cent of the respondents from the survey said they are dissatisfied with the the Mutuelle de Santé insurance scheme, while 72.7 per cent appreciate the scheme. This does not sound very good.

Of course, having a Mutuelle de Santé insurance scheme is already an achievement, so we can be proud of that. But it would be good to know more from the population about issues surrounding the scheme.It would be good to have further insights from Mr Andrew Makaka, the Director of Mutuelle and Performance - Based Financing in the Ministry of Health, on issues to be dealt with in the scheme, beyond "having the government advocate for more funds”, from donors I presume? This seems to be going against the current trend of easing donor dependency in the country.Ina, Gasabo, Kigali
