Editor,I agree with City of Kigali’s noise pollution policy. However, the flower vase policy is strange. If it is a matter of uniformity, then KCC should also require all businesses to buy uniform for their staff.As for the billboard policy, Kigali City Council should instead establish a policy on billboards.
