Editor,Gerard Mpyisi’s piece, "Smart way to develop and harness Rwanda’s talent”, (The New Times, February 19), is very interesting. I think the government should set up an independent body whose job is just to think and create solutions that face the nation. This is where such talented people can be attracted, regardless of their education or status. It worked and still works in the Asian Tigers by gathering brilliant minds and letting their imagination and creativity go wild. That is how they have been able to come up with solutions to several problems. One would be amazed by the brilliant ideas out there. But in most cases, such ideas, when presented to different institutions, end up in the drawers. That body would also double as a think tank besides being able to attract talent, analyse the applicability and then forward suggestions to the user for implementation.Luke, Kigali
